Labour will introduce a new participation requirement for peers and strengthen removal of disgraced members.
The bill's long title states it will 'make provision about the removal of peerages in certain circumstances' and 'provide that the removal of a peerage removes any right to sit in the House of Lords'. This directly addresses the promise's commitment to 'strengthen removal of disgraced members'. However, the bill text provided makes no mention of introducing 'a new participation requirement for peers', which is the first part of the promise. Since the bill only addresses one of the two distinct commitments in the promise (strengthened removal but not participation requirements), it partially fulfils the promise.
