Labour will enact the package of Law Commission proposals on leasehold enfranchisement, right to manage and commonhold.

The promise commits to enacting 'the package of Law Commission proposals on leasehold enfranchisement, right to manage and commonhold.' The bill text addresses only some elements of this package. Specifically, it covers 'right to manage' aspects (definition of qualifying tenants, proportion required for claims, freeholder duties, First Tier Tribunal presumptions) and requires 'the Secretary of State to review procedures for converting leasehold property into common hold property.' However, the bill does not appear to address 'leasehold enfranchisement' (the right to buy the freehold), which is explicitly mentioned in the promise as part of the Law Commission proposals. Additionally, the commonhold provision only requires a review rather than enacting the Law Commission's proposals.
